Charter
The Advisory Committee for Central Infrastructure Services
(ACCIS) has been formed to advise appropriate engineering groups on the
implementation of centralized IT infrastructure services at NCAR/UCAR.
This committee is initially being convened to address some of the
issues identified by the DIG report and its recommendations.
Committee members, staff or engineering groups within the
organization may be identified to potentially perform a central task or
pilot program. However, it is implicit that no work shall be performed
without prior divisional or program approval.
The ACCIS will report to the Information Technology Committee
(ITC). As appropriate, ASSIC may provide its advice to the
engineering groups or divisions subcontracted to carry out centralized
implementations.
Specifically the ACCIS shall:
- Contribute to and review long-term plans for NCAR/UCAR's
use of central IT services.
- Formulate, as to appropriate central IT services,
recommendations and briefings to the ITC and NCAR/UCAR management to
further the NCAR/UCAR mission.
- Coordinate the identification of common central IT
infrastructure needs across the organization.
- Provide advice on the coordination efforts to centralize
services.
- Coordinate service level agreements as appropriate.
- Review and advise on cost analyses for proposed central
services.
- Ensure a coordinated approach across the institution to
define standard services and enhanced services.
- Review and advise on operational policies and procedures to
encourage compliance.
- Coordinate priorities amongst various engineering groups
for common central IT infrastructure services and enhancements.
- Facilitate the transfer of information regarding
availability and use of infrastructure services to UCAR staff.
Membership
The ACCIS members are appointed by division or program directors. ACCIS
members shall normally serve a two year appointment or until either a
replacement is appointed by a division director.
The ACCIS selects a chairperson and sub-chairperson from the
committee's membership. The chairpersons serve a term of two years;
that term can be extended by vote of the members of the committee and
approval of the appropriate division director. The chairperson, or
someone else elected by the group, serves as the committee's liaison to
the ITC, is a voting member of the ITC, and attends ITC meetings to
represent the committee.
Meetings
The ACCIS has been identified as a standing committee and will have
regular meetings (frequency to be determined by the group). Meeting
minutes shall be taken for all meetings and the acceptance of the
pervious meeting minutes shall be performed at each meeting. Divisional
or program representation is required and alternative representatives
shall be determined or voting proxies identified for each meeting. The
meetings will alternate between the Mesa, Foothills and Center Green
Labs.
Coordination
The ACCIS will coordinate with other IT-related committees and as such
may ask those committees to resolve issues in a timely fashion.
